ExCards cards are issued by a third-party card issuer partner under Visa and Mastercard network rules. Issuance and use are subject to the laws of the country of residence, the country of the merchant, and international sanctions.
Cards cannot be issued to or used by residents of, or for transactions inside, countries currently subject to comprehensive UN, EU, US OFAC, UK HMT, or Swiss SECO sanctions. This list is dynamic; check the current sanctions lists for the definitive position.
Cards are not available to residents of: North Korea, Iran, Syria, Cuba, regions of Ukraine under sanctions regimes (Crimea, Donetsk, Luhansk, Zaporizhzhia, Kherson where applicable), Russia (depending on transaction context and issuer policy), Belarus (for sanctioned persons), Myanmar (specific persons), Sudan (specific regions). The full list mirrors the issuer's compliance program and is subject to change.
Every card application is screened at issuance. Every transaction is screened against geographic indicators (merchant country, BIN routing, IP country) before authorization. Hits trigger automatic decline.
Use of VPN, IP-rotation, or other tools to disguise the country of operation may result in card closure and account ban. This is not a feature; it is a violation of AUP and Visa/Mastercard rules.
You must accurately disclose your country of residence at issuance. Changes in residence must be reported within 30 days. False disclosures may lead to retroactive card closure.
Some merchants reject crypto-funded cards regardless of cardholder location. Some networks (Visa or Mastercard) may apply additional regional restrictions to specific merchant categories.
Restricted-region lists are updated when sanctions regimes change. Material changes are announced via app.excards.io.
